Eight Destinations, Weighted By You

Destination Comparator

Nearly 800,000 Indians are studying abroad and most of the advice about where is a listicle in a fixed order. There is no universal best destination — only a best one for a given set of priorities. Set yours, and see what the trade-off actually costs.

Cost is the midpoint of first-year tuition plus living, converted to US dollars for comparison. Years to residence is our estimate, not a published figure — no government publishes one — and the reasoning for each is given below. United Arab Emirates is not plotted: there is no permanent residence to measure, so any position on the vertical axis would be a fiction.

Where Indians Are Actually Going

-31.1% overall, 2023 to 2025

Counted from the Indian side rather than eight destinations’ own figures: departures where the traveller stated study as their purpose fell from 9.08 lakh in 2023 to 6.26 lakh in 2025. But the total hides the more useful fact, which is that the flow did not just shrink — it moved.

Destination2023 → 2025Direction
Germany+68%Gaining, as families reroute to cheaper English-taught seats
Ireland+49%Gaining, as families reroute to cheaper English-taught seats
United Kingdom-27%Losing share after tighter rules
Canada-41%Losing share after tighter rules
United States—A double-digit decline, reported without a figure
Australia—A double-digit decline, reported without a figure

Germany and Ireland are the two destinations gaining, and they are the two this tool ranks third and fourth on a balanced weighting. That is not a coincidence and it is not our cleverness — families are already doing the arithmetic this page does, and moving accordingly.

Bureau of Immigration records, tabled in the Rajya Sabha by the Minister of State for Education. Verified 2026-09-13, reviewed annually — this is tabled in Parliament rather than published as data, so it is entered by hand. Why it cannot be pulled. Counts departures from India where the traveller stated study as the purpose of travel. It is not the same measure as permits issued or enrolments recorded, and the figures will not reconcile exactly with a destination's own statistics.

Straightforwardness is our judgement, not a measurement, and it is stated per destination in the code so you can disagree with it. Everything else is computed from the figures below.

Why It Works

The only major destination where you can compute your own eligibility in advance from a published grid and get the same answer the government does.

Cost Detail

Tuition CAD 8,000–25,000 at public colleges, plus CAD 12,000–18,000 living. Rural Alberta and the Atlantic provinces sit at the bottom of both ranges.

Language

IELTS 6.0–6.5 typical; CLB 7 across all four abilities for most residence routes.

The Catch

Study-route costs have risen sharply and the diploma path is far less forgiving than it was: the wrong field of study now means no work permit at all.

How We Reached The Residence Estimate

Two years of study, one to two years of skilled work on the permit to reach the Canadian Experience Class or a provincial stream, then processing. The points system is transparent and you can compute your own position, which is why it is the most plannable of the major destinations.

Length tracks the programme: an 8-month credential typically yields one year, a two-year credential up to three. A college credential must also sit in an eligible field of study; degrees are exempt.

Indian Study Permit Holders, Canada-65.1% from the 2023 peak

Permits issued to Indian nationals peaked at 283,665 in 2023 and fell to 98,995 by 2025. The hatched column is a part-year and is not comparable; at the current rate 2026 would land near 67,586, which is a projection rather than a count. This is the context nobody volunteers: the Canadian route is not what it was two years ago, and the competition for a place has changed shape along with it.

Last changed Sep 15, 2026, checked daily against IRCC — study permit holders by country of citizenship (monthly open data). Counts are study permit holders with a permit signed in the period, rounded by IRCC to the nearest five. Suppressed cells are counted as zero, so totals are a floor rather than an exact figure.

In Plain Language

A written read of the figures above. It works from the calculated numbers only — it cannot look anything up, and it is not a substitute for advice from licensed counsel.

What this tool is, and what it is not

It computes published, public criteria. It tells you what the rules say and how your answers score against them. It does not tell you what to file, how to file it, or how to present your case — and no output from it should be read as doing so.

Under section 91 of the Immigration and Refugee Protection Act, advising or representing someone for a fee on a Canadian immigration application is restricted to authorised representatives. We are not one. Where you need that, we refer you to our partner immigration lawyer, who is licensed to give it, and we take no fee for the referral. Full scope statement.
