What Changed

Policy moves. Here is what each one does to your arithmetic.

Knowing a threshold moved is worth almost nothing on its own. Every item here carries the working — line by line, in the units you actually care about — including the places where a change makes our own advice wrong.

One change has a deadline attached. United Kingdom: The UK Graduate Route drops to 18 months, from January 1, 2027. If a destination on that list is on yours, the intake you choose is worth more than anything else on your application right now.
  1. GermanyCuts Both WaysSeptember 1, 2026

Indians are now the largest international student group in Germany, at 69,816 and rising 17.5% a year

DAAD reports 69,816 Indian students enrolled in German universities in winter semester 2025/26, up 17.5% year on year — an increase of about 10,400 in a single year — making India the largest single group of international students in Germany at 13.5% of the international cohort.

    The Arithmetic

The reroute out of Canada and the UK is already happening at scale, and Germany is where it is going. That is a validation of the arithmetic and a warning about competition in the same breath.

    1. 0169,816 Indian students, up 17.5% year on year, an increase of about 10,400
    2. 02Bureau of Immigration data has total Indian departures for study falling 31% over the same period, from 9.08 lakh to 6.26 lakh
    3. 03So Germany grew by roughly a sixth while the market it draws from shrank by roughly a third
    4. 04MEA's country breakdown puts Germany at +68% and Ireland at +49% between 2023 and 2025, against Canada at −41% and the UK at −27%
    5. 05Indians are 13.5% of Germany's 516,820 international students

So what: Both things are true at once. The cost and salary arithmetic that makes Germany attractive is real, and it is no longer a secret — admission to the good English-taught programmes is getting harder each intake, and the advantage belongs to applicants who move early and who take the language seriously. Arriving late to a crowded route is how the Canadian diploma boom went wrong.

  2. CanadaNarrowsAugust 18, 2026

Indian study permits to Canada are down 65% from their peak, on IRCC's own monthly data

IRCC's open data shows study permits issued to Indian nationals falling from 283,675 in 2023 to 99,040 in 2025, with the first half of 2026 running lower still. This figure is pulled into this site automatically each morning.

    The Arithmetic

The Canadian route has not become harder at the margin. It has roughly thirded, and the 2026 run rate suggests it has not finished falling.

    1. 012023: 283,675 permits to Indian nationals — the peak
    2. 022025: 99,040, a fall of 65.1%
    3. 03First six months of 2026: 34,100, which annualises to about 68,200
    4. 04That projection would be a further 31% below 2025, and about 76% below the peak
    5. 05MEA's departure data shows a smaller fall of 41%, measuring people who left rather than permits granted — the gap between the two is itself the story

So what: Anyone quoting you Canadian success rates from 2023 is describing a different country. It cuts against our own material too: the cost model on this site was built on 2023-era assumptions about work availability, and the labour market a graduate now enters is tighter than the model's CAD 16 an hour implies. Treat that figure as optimistic rather than central.

  3. GermanyOpens UpJanuary 1, 2026

Germany's minimum wage rose to €13.90, and a student working the legal maximum now out-earns the funds requirement

The statutory minimum wage rose from €12.82 to €13.90 an hour on 1 January 2026, an 8.4% increase, with a further rise to €14.60 scheduled for 1 January 2027. Separately, international students may work 20 hours a week during term.

    The Arithmetic

A student working the legal maximum at the minimum wage now earns more in a year than the blocked account Germany asks them to show — which is not true of any other destination on this site.

    1. 0120 hours a week × €13.90 = €278 a week
    2. 02€278 × 52 weeks = €14,456 gross a year
    3. 03The blocked-account requirement for a student is €13,092 a year
    4. 04€14,456 − €13,092 = €1,364 a year clear, before tax, at the statutory floor
    5. 05From 1 January 2027 at €14.60: 20 × €14.60 × 52 = €15,184, widening the gap to €2,092

So what: It does not mean the year funds itself — this is gross, and rent in Munich or Frankfurt will outrun it. What it means is that in Germany the legal work allowance is calibrated to the cost of living, and in Canada it is not: our own cost model has a student at CAD 16 an hour and 24 hours a week finishing an eight-month diploma roughly CAD 19,700 down. Same effort, opposite arithmetic.

  4. GermanyOpens UpJanuary 1, 2026

The EU Blue Card floor for a recent German graduate is €45,934 — roughly double what our Canadian model assumes for a post-study year

For 2026 the general Blue Card salary threshold is €50,700 gross a year. Shortage occupations and new entrants to the labour market — which includes graduates of German universities for three years after finishing — qualify at €45,934.20.

    The Arithmetic

The reduced threshold is not a concession, it is a floor. It is the minimum a Blue Card employer may legally pay a recent graduate, and it sits far above what the equivalent Canadian route pays.

    1. 01German graduate on the reduced Blue Card threshold: €45,934 gross a year, by law
    2. 02Our Canadian cost model assumes CAD 16 an hour at 40 hours on a post-graduation work permit
    3. 03CAD 16 × 40 × 52 = CAD 33,280 gross a year, roughly €22,000 at current rates
    4. 04The German legal floor is therefore about twice the Canadian working assumption
    5. 05Tuition on the German side is a semester contribution of €150–350, against CAD 13,000 in the Canadian model

So what: This is the single strongest argument for Germany over Canada for anyone who can study in an English-taught programme and reach B1 German afterwards. It also complicates the comparison honestly: the Blue Card requires a job at that salary, and not getting one leaves you with an 18-month permit and no fallback. A floor only helps you if you clear the door.

B1 German buys a year of permanent settlement, and it is the best-value study on this site

A Blue Card holder can apply for a settlement permit after 21 months of employment with B1 German, or after 33 months without it.

    The Arithmetic

Roughly 500 hours of language study converts directly into twelve months of earlier permanent residence. Nothing else in any destination here has that exchange rate.

    1. 0133 months without B1, against 21 months with it: a 12-month difference
    2. 02B1 from zero is commonly quoted at 350–600 hours of guided instruction
    3. 03Taking the midpoint, about 500 hours, spread over a two-year degree is roughly 5 hours a week
    4. 045 hours a week for two years buys 12 months of earlier settlement
    5. 05For comparison, our profile evaluator prices French at NCLC 7 — a similar effort — at up to 50 CRS points, which does not by itself clear any Canadian round

So what: Most Indian students pick an English-taught German master's and then treat German as optional. The arithmetic says it is the highest-return hour on the whole plan, and that the decision should be made at enrolment rather than after graduation, when the clock has already started.

  6. United KingdomNarrowsJanuary 1, 2026Bites January 1, 2027

The UK Graduate Route drops to 18 months — and applying before 31 December 2026 keeps two years

Applications submitted on or after 1 January 2027 receive 18 months of Graduate Route permission instead of two years. PhD graduates keep three years. Applications submitted by 31 December 2026 keep the full two years.

    The Arithmetic

This is a deadline rather than a rule change, and six months of unsponsored UK work time is worth more than most applicants realise when they are choosing an intake.

    1. 01Two years becomes 18 months: a loss of 6 months, or 25% of the window
    2. 02The window exists to convert into a sponsored Skilled Worker role
    3. 03A one-year master's starting September 2026 finishes around September 2027 — after the deadline
    4. 04The same master's starting January 2026 finishes in time to apply under the two-year rule
    5. 05Intake choice is therefore worth six months of legal work time, and nothing else on the application changes

So what: If the UK is on your list and you can move your intake forward, do the arithmetic on that before anything else. If you cannot, plan the job search from the first term rather than after results — 18 months is not long in a market where most small employers hold no sponsor licence.

  7. GermanyNarrowsOctober 1, 2025

Germany scrapped three-year fast-track naturalisation, adding two years for the strongest candidates

The three-year route to naturalisation for exceptionally well-integrated applicants, introduced in 2024, has been repealed. The ordinary route of five years remains, as does dual citizenship.

    The Arithmetic

This lengthens the citizenship timeline by two years for precisely the applicants who would have cleared it — strong German, strong employment record — while changing nothing for everyone else.

    1. 01Previous best case: 3 years to naturalisation for exceptional integration
    2. 02Current best case: 5 years
    3. 03Difference: 2 years, applying only to the top of the distribution
    4. 04The ordinary five-year route and dual citizenship are unchanged, so the median applicant sees no difference
    5. 05Settlement at 21 months with B1 is a separate and unaffected step — this is about the passport, not the residence permit

So what: It matters less than the headlines suggest, because settlement rather than citizenship is what makes a life abroad workable, and settlement timing did not move. We flag it because our own years-to-residence estimate for Germany measures residence, not citizenship, and would be wrong if read as the latter.
